HELP!! Talkback accidently turned on, now I can not get the Phone to SHUT UP!!!!!

I had accidentally turned on Talkback, now when I try and turn it back off, the Settings screen will not scroll down to Accessibility. I Can't get this to SHUT UP!!!!

I think this is a glich in the STOCK ROM, or it's an undocumented secret.....
